US Embassy Liberia Hubert H. Humphrey Fellowship in the USA for Liberians 2021/22

US Embassy Liberia calls for qualified Liberians to apply for the Hubert H. Humphrey Fellowship in the USA for the 2020-2022 academic year.

The Hubert H. Humphrey Fellowship is a United States Government-funded program initiated in 1978 to honor the memory and accomplishments of the late Senator and Vice President, Hubert H. Humphrey.  The fellowship is sponsored by the U.S. Department of State Bureau of Educational and Cultural Affairs (ECA) and administered by the Institute of International Education (IIE).

  • The program is dedicated to mid-career professionals, providing an opportunity to travel to the United States to participate in 10 months of graduate-level, non-degree study at a U.S. college or university with related practical professional experience.
  • Fellowships are granted competitively to professionals committed to serving the public good through work in both the public and the private sectors.
  • The program provides a basis for establishing long-lasting productive partnerships and relationships between citizens of the United States and their professional counterparts abroad, fostering an exchange of knowledge and mutual understanding.  More than 6,000 Fellows representing 162 countries have participated in the program since its inception. Approximately 150 Humphrey Fellowships will be awarded internationally for the program year 2021-2022.

Who Can Apply

  • Must be a Liberian citizen;
  • Must have at least a bachelor’s degree;
  • Must have at least FIVE YEARS of progressive professional experience following degree;
  • Must have a commitment to public service; and,
  • Must apply with good English language proficiency (TOEFL scores no lower than 525/paper based or 195/computer based).

Who Cannot Apply

  • Recent graduates (even if they have significant positions);
  • Faculty members with no management responsibilities;
  • Individuals with recent or third country experience (more than 6 months within the last 5 years); or,
  • Individuals with dual U.S. citizenship or permanent resident status.

  • Substance Abuse Education, Treatment and Prevention
  • Economic Development
  • Finance and Banking

  • Law and Human Rights
  • Natural Resources and Environmental Management
  • Public Health Policy and Management
  • Public Policy Analysis and Public Administration
  • Teaching of English as a Foreign Language
  • Technology Policy and Management
  • Trafficking in Persons, Policy, and Prevention
  • Urban and Regional Planning

Liberian applicants should answer ‘no’ in the application question about whether they have taken, or are scheduled to take, the TOEFL test.
Neither a TOEFL score nor a date to take the test, are required in order to complete and submit the application.

Guidance on how to register and take the TOEFL exam will be posted here once COVID-19 accommodations have been finalized for this process. Those applying without an existing TOEFL score will be contacted when it is possible to take the exam.
